The ICAO Assembly is the Organization’s sovereign body, meeting at least once every three years. It sets the global policy for the upcoming triennium and reviews ICAO’s complete work programme in technical, economic, legal, and technical cooperation fields. Each Member State has one vote, and decisions are made by a majority of votes cast.
